POLICY YV3: EAST COKER AND NORTH COKER BUFFER ZONE (INCLUDING AMENDMENT TO YEOVIL INSET MAP 15)

 

In earlier representations we have recorded Abbey Manor Group’s (‘AMG’) support for amendments to Policy YV2. Part of the effect of these main modifications is to address issues resulting from the reduction in the area of land shown on the proposals map as the Direction of Growth for the (southern) Sustainable Yeovil Urban Extension.

As a consequence of this, AMG submitted representations that the East Coker and North Coker Buffer Zone (YV3) should be deleted as part of the Proposed Main Modifications consultation in January 2014. The justification being that it is not the case that development in the area now shown on the Proposals Map can be said to lead to coalescence or give rise to harm to the character or historic environment in this location. With the change in circumstance it is untenable for this designation to be retained and it conflicts to a greater extent with para 77 of the NPPF.

At the Local Plan Examination Hearing Session for Issue 3, the Inspector raised concerns regarding the justification for the buffer zone in light of the reduced scale and extent of the South Yeovil Sustainable Urban Extension.

South Somerset District Council now supports this position and is thus proposing to delete the East Coker and North Coker Buffer Zone from the Local Plan and associated references and the illustration on the proposals map. It follows that AMG support this modifications for the reasons given above and previously.
