8.1 In Figure 15.1 it is suggested that the five-year requirement will be calculated against the housing requirement plus the appropriate buffer plus any shortfall. This is contrary to the PPG (68-031) which requires that the five-year requirement is calculated from the housing requirement, with the shortfall added, and then the buffer applied. The main issue that needs to be address is the Council's continued failure to demonstrate a 5 year supply of deliverable housing land. Since the current Local Plan was adopted, the Council has not been able to demonstrate a 5-year supply of deliverable sites. The Council has no mechanisms in place to bring forward additional land for housing. Accordingly, the Local Plan must ensure that additional sites are allocated for residential development which can assist in meeting its housing land supply
