Policy SD1 is a useful explanation of the Council's approach to sustainable development and its' positive approach to decision making. It needs to apply through the entire planning process and extend from the swift registration and consideration to the implementation of proposals (and therefore from the amount of information required to support applications to the number and type of conditions that are attached to planning permissions).

Policy SD1- Delivering Sustainable Development – this policy repeats national guidance and as such is not needed in the Plan. The presumption in favour of sustainable development is clearly set out in the 2019 NPPF ( paragraph 11). The NPPF confirms that Local Plans should avoid unnecessary duplication including repletion of policies in the NPPF itself (paragraph 16f).
