I have never come across a town centre regeneration scheme that does not depend to some extent on an influx of visiting consumers from outside the centre. Retail units have to have a growth in markets - growth has to be ongoing. You cannot simply rely on extra people living in the town centre as that extra consumer growth will cease to be a growth factor once new houses are filled - so customer growth will have to come from outside - hence the need for car parks!
