4.1. Hannick notes the provisions of Policy HG2. Hannick also notes the content of supporting paragraphs 9.30 and 9.31 which deals with the circumstances where viability is an issue. This will particularly be the case in terms of developments such as CEDA where significant infrastructure costs are necessary to bring sites forward. 4.2. The NPPF at paragraph 63 makes reference to a lower threshold than 5 units in designated rural areas. Although South Somerset currently has no areas designated by the Secretary of State I would suggest that in fact there are areas that could be suitable for designation if SSDC applied for designation, which I would urge SSDC to do as this could support a number of rural areas to achieve some affordable housing.
