Paragraph 8.41ff Housing

The Neighbourhood Plan advocates priority for development within the built-up area boundary (BUAB) over greenfield sites outside it. We would like to see this also in the Local Plan (not least because it reflects NPPF and Local Plan policy). We would like to see brownfield development specifically mentioned and prioritised. Four sites have been mentioned, of which only two are on the SSDC register. Two of the fourBridge Garage and Burfield Gloveshave planning permission but little progress is visible and at least one of these sites is on the market. The other twoland behind the Rose and Crown and Old Sparrows Workshave long been mentioned as possible sites but have not so far attracted developers.

We would like to see the SSDC Brownfield Register brought up-to-date and sites identified within the Martock BUAB earmarked as development sites that take priority over greenfield expansion outside the BUAB. We note that builders have little incentive to develop brownfield sites while suitable greenfield sites are available and we would welcome any mechanism or policy that might overcome this problem.
