PROPOSED SUBMISSION SOUTH SOMERSET LOCAL PLAN 2006-2028 - EXAMINATION SUSPENSION: PROPOSED MAIN MODIFICATIONS NOVEMBER 2013

The Proposed Submission South Somerset Local Plan 2006-2028 is currently the subject of Public Examination by an independent Planning Inspector. Hearing sessions were held from 7th May to 18th June 2013 and the Inspector’s Preliminary Findings letter, received on 3rd July 2013, identified three issues of concern in relation to the soundness of the Local Plan and three points for clarification (see below). Further work has been undertaken and has resulted in Proposed Main Modifications which the Council consider will address the Inspector's concerns. This Consultation relates only to these Proposed Main Modifications, plus Minor Modifications relating specifically to the Inspector's Point for Clarification 3 and an additional topic covering Gypsy and Traveller provision, and will run for six weeks ending on 10th January 2014.

Consultation on the Proposed Main Modifications to the Proposed Submission South Somerset Local Plan 2006-2028 has now closed and no further comments can be accepted. The Comments received can be viewed using the View the responses link under Consultation Links below.
Background Reports were produced in relation to some of the more substantive Proposed Main Modifications and, in particular, Policy PMT3 Ilminster Direction of Growth, Policy SS3 Delivering New Employment Land (in relation to employment provision targets for Market Towns and Rural Centres) and Policy HG7 Gypsies, Travellers and Travelling Showpeople. These reports set the context for the Proposed Main Modifications, and present the evidence base considered and the justifications for the Modification in more detail. The Proposed Main Modification for Policy YV2 does not have a Background Report but the evidence used and justifications for the Modifications are set out in the relevant Sustainability Appraisal Document. Papers presented to the Project Management Board (PMB) in Workshops 29 and 30 present the context evidence used and further justifications for the Proposed Main Modifications to Policies YV1 and YV2, including the Yeovil Peripheral Landscape Study Addendum and the Criterion Assessment for the Strategic Growth Options. Reasons for Consultation | The Inspector's preliminary findings letter to the District Council (3rd July 2013) indicated concerns relating to the soundness of the Plan. The Inspector has agreed to the Council's request for a suspension of the Examination to enable further work to address his specific concerns.
