LATE REPRESENTATION 1        Wincanton  1.1       Archaeological Potential  The proposal area is characterised by recently enclosed land (17th - 18th century). A roman villa is located at New Barns Farm so there is potential for assets related to the villa and possible earlier Iron Age activity within the proposal area.

The Agency notes, and is generally content, with the proposed new paragraph to explain that a specific statutory Local Plan amendment might be required to allow for more additional housing in the town during the plan period. However, the Agency considers that this should be linked to, and underpinned by, local employment growth in the town, rather than employment growth in general, in order that car-based commuting along the A303{T) and its deleterious effects on strategic trips, is kept to a mi

INTRODUCTION  1. On behalf of Hopkins Developments Limited (HDL) we now provide representations to the main modifications proposed by South Somerset District Council to their emerging Local Plan. These modifications have been made in response to the Inspector, Mr David Hoggers, preliminary findings which were issued on the 3rd July 2013.  2. Our representations primarily relate to the issues that have been identified in respect to Wincanton and the council's suggested changes to address these.

In its representations to the Submission Local Plan and at the Examination, Abbey Manor Group (AMG) set out its concern that in effect there will be no new housing in the last 10 years of the plan at Wincanton. This has no regard to longer term development needs at the town and will absolutely restrict market and affordable housing at the town. This could not be considered a positively prepared aspect of the plan and is neither an effective or justified proposal. During the Examination, the Dis

Introduction 1.1. This brief representation makes comment on the proposed main modifications to the Local Plan. Oxford Law Ltd is promoting land at Dancing Lane to the north of Wincanton which should properly form part of the strategy to meet the housing needs of the district within the plan period. 1.2. Sitting behind the representation is cross reference to paragraph 182 of the National Planning Policy Framework which sets out the four tests determining the soundness of Local Plans. These ar

There is an apparent obsession with housing numbers within the South Somerset "Local Plan", whereas in Wincanton we have reached saturation point, with unsold houses and flats lying empty.  Wincanton is a Primary Market Town as stated in the submitted Local Plan.  Defined in SS1 as "Where provision will be made for housing, employment, and other services, that increase the self containment and enhance their roles as service centres.  In order to rebalance the work/living lifestyle of Wincanton r

I OBJECT to Proposed Main Modification 7 (Wincanton Housing Growth) as the amendment fails to address shortcomings in soundness of the plan in respect of providing future flexibility for housing development in Wincanton. The document seeks to amend para 6.94 and introduce a new paragraph. The amendments introduce a rationale for requiring a mid-period review of the Local Plan in the event that housing demand outstrips the planned housing provision within the plan period. Whilst review of the p

I support the moratorium on planning for further houses in Wincanton for at least five years, but dispute the reduction of employment land.   The direction of growth is to the West of the town towards Hook Valley Farm as set out in the local plan with no development North of the West Hill road, but with a clear distinction between employment and residential.   With the land each side of the A371 retained for employment.
