NPPF Section 12 - Conserving and Enhancing the HE Paragraph 129. Has the significance of the heritage assets been taken into account when considering the impact of a proposal on it, to avoid or minimise conflict between the heritage asset's conservation and any aspect of the proposal? All towns and settlements within South Somerset have an historic core, Conservation Area and a variety of designated assets. This generic advice applies across the whole of this section to each of the settlemen

Whilst there is much to admire in the Plan, there continues to be a number of significant concerns to be resolved before it can be fully endorsed. As the Plan will have a profound affect on South Somerset's historic environment it is vital to ensure it plays a positive role in its conservation. There are extensive proposals affecting the significance of a number of important heritage assets. Unfortunately, we would conclude that at present and for the following reasons the Plan provides insuffi

* At present the Plan fails to positively address South Somerset's heritage assets at risk. There are 8 schedule monuments; 10 grade I and II* buildings; 3 historic parks and gardens, 1 battlefield and 4 conservation areas (this data may not be up to date) on the national heritage at risk registe?. There is no indication of an intention to continue to carry out at risk surveys in future to ensure there is an understanding of what is "at risk" nor a clear strategy in response to those assets at

Re: Objective 9 We would recommend that in accordance with the NPPF this objective should be amended to include a reference to the historic environment.

Omission NPPF paragraph 7 -one of the core dimensions of sustainable development is the protection and enhancement of the historic environment. The Vision itself does not include any references to South Somerset's cultural and heritage assets. This suggests that the Vision has not been tested against the NPPF and Policy SDI that require equal weight to be given to social. economic and environmental issues.

Paragraph 5.26 NPPF - Plan making. Paragraph 152. Q1. Has the Plan assessed the particular significance of any heritage asset that may be affected by the proposal (including by development affecting the setting of a heritage asset) taking account of the available evidence and any necessary expertise? Q2. Are there any significant adverse impacts on the protection of the HE and have alternative options that reduce or eliminate such impacts been pursued? Please also refer to English Heritage l

Support A clear recognition of the importance of the historic environment to S Somerset's economic, social and environmental well-being is noted (Policy SDI). The Plan highlights S Somerset's broad historic character, the variety and significance of its heritage assets and tourism attractions that provide a positive and fertile environment for economic investment, and the basis for achieving sustainable development.

Paragraph 5.44 Support. However, we see no evidence that this standard has been adopted through the identification af the site allocation for the urban expansion.
