Proposed Submission Local Plan 2006-2028 Settlement Strategy Scale of Growth for the District and the Main Settlements Housing Policy SS4: District Wide Housing Provision

  • Comment ID: 2225
Abbey Manor Group objects to the housing provision outlined in the Proposed Submission South Somerset Local Plan (2006-2028). The housing provision identified would not provide a sufficient supply of housing to meet housing need and demand over the plan period. As such, it is considered that Policy SS4 cannot be considered as being positively prepared, justified, or consistent with national planning policy. Accordingly this element of the emerging Local Plan is currently considered to be unsound

Proposed Submission Local Plan 2006-2028 Settlement Strategy Distribution of Housing Growth Market Deliverability Market Deliverability Policy SS5: Delivering New Housing Growth

  • Comment ID: 2227
Abbey Manor Group objects to Policy SS5 and the proposed distribution of housing through the District and between main settlements. In summary: - The level of housing at Yeovil should be increased. - The level of housing at Chard should be reduced. - The level of housing in Wincanton should be increased. - The capacity of the South Yeovil strategic urban extension has been overstated. - Too great a reliance is placed on Windfalls as a source of future housing supply. - There is insufficien

Proposed Submission Local Plan 2006-2028 Market Towns - Vision and Proposals Primary Market Towns - Wincanton What will the Local Plan Deliver? Wincanton - What will the Local Plan Deliver? Policy PMT4

  • Comment ID: 2241
Abbey Manor Group Ltd support the direction of growth identified on the Proposals Map to the south west of the town. This represents a wholly suitable location to accommodate the town's long term growth, consistent with the 2010 draft Core Strategy and the analysis of alternative locations around the town. We do not accept that the housing requirement at Wincanton should be reduced from that in the draft Core Strategy (c1050) to 703 dwellings as is presently proposed. We have indicated in other

Proposed Submission Local Plan 2006-2028 Housing Previously Developed Land Target Determination of Previously Developed Land Target Determination of Previously Developed Land Target Policy HG2

  • Comment ID: 2246
We note the District Council's intention that it wishes to prioritise the re-use of previously developed land and minimise the use of greenfield land and has sought to quantify a previously development land target of 40% o Policy HG2 drawing upon Table 7. In separate representations concerning the plan's housing provision strategy (Table 5) we have questioned whether the windfall allowance relied upon has been based upon compelling evidence. This, along with the additional aspiration for furthe

Proposed Submission Local Plan 2006-2028 Transport and Accessibility A Generic District wide Modal Shift Policy Measures to Encourage Sustainable travel at Chard and Yeovil Measures to Encourage Sustainable travel at Chard and Yeovil Policy TA3

  • Comment ID: 2251
Abbey Manor note the reference to contributions towards a transport interchange at Yeovil. We note that references to these interchanges are shown on the Proposals Maps (See Chard and Yeovil Insert Maps) reflecting aspirations to provide such a facility but that they are also dependent upon the Highway Authority's Future Transport Plan. Clearly there is much uncertainty as to whether such facilities are achievable and deliverable and such contributions ought not to be prescribed in this Policy.

Proposed Submission Local Plan 2006-2028 Settlement Strategy Infrastructure Delivery Policy SS6: Infrastructure Delivery

  • Comment ID: 2230
Planning obligations are a proper and recognised part of the planning system which are used to make otherwise unacceptable development acceptable. Para. 204 of the NPPF and Regulation 122 of the Community Infrastructure Regulations 2010, outlines that planning obligations, both in the form of S106 contributions and CIL Charges, should only be sought where they are: * Necessary to make the development acceptable in planning terms; * Directly related to the development; and * Fairly and reason

Proposed Submission Local Plan 2006-2028 Settlement Strategy Phasing of Development Phasing of Previously Developed Land Policy SS7: Phasing of Previously Developed Land

  • Comment ID: 2231
The Local Plan's housing strategy is heavily dependent upon the development of greenfield sites. Such sites are, given the circumstances of the District with limited previously developed land, a necessary and legitimate element of the housing provision. Indeed the development of such sites are necessary across the whole of the plan period and there is no practical purpose in seeking to apply a sequential approach as the Policy intends. Moreover, the 40% estimate of previously developed land is a

Proposed Submission Local Plan 2006-2028 Yeovil - Vision and Proposals What should the Local Plan deliver? Yeovil Sustainable Urban Extension Future Masterplanning Future Masterplanning and Policy YV2

  • Comment ID: 2234
Abbey Manor Group support the principle of this proposal and it being brought forward from 2016 onwards. This was the subject of representations at the Preferred Option stage and we do not repeat those comments here. However, we do not support the delineation of the extent of development on the Proposals Map: 1. The area of land east of the A37 should be deleted and retained as countryside because of its high landscape and visual sensitivity, low development capacity and its role as a buffer b

  • Comment ID: 2235
Abbey Manor Group proposes the inclusion of an additional urban extension to the north east of Yeovil. This is advanced in the context of the company's representations concerning the overall level of housing in the District (Policy SS4), the distribution of housing within the District and the amount to be accommodated at Yeovil (Policy SS5), and the CAPACITY of the southern urban extension (Policy YV2). The company controls a tract of land to the north Lyde Road and east of Mudford Hill, shown
