Public Transport Use The SSDC Planning Policy document makes much of the use of public transport, cycling and walking to achieve a green environment. The fact is that human behaviour does not fit the SSDC's plans. The idea that peoples cars will be park further away from their house than the bus stop so they will use the bus is clearly nonsense. The Plan does not produce carbon friendly solutions for a "geographically dispersed population" and "heavy reliance on the car for journeys to work and services". Para. 2.19-2.22: It would seem sensible to provide an indication of current walking and cycling behaviour as part of this 'Spatial Portrait', particularly given the importance placed upon them later in the plan. Para.: 2.22: This paragraph starts off talking about congestion being concerning and then ends by discussing carbon-friendly modes of transport. These are two different issues (Cf. Para. 2.22 "more carbon friendly". This should read either "more environmentally friendly" or "lower carbon".

The Plan admits that there is a geographically dispersed population, therefore the car will continue to be the dominant method of transport throughout the life of the Plan. I object that the Plan does not take this into account.

The Plan admits in paragraph 2.22 that there is a heavy reliance on the car for journeys, and that it will be a challenge for the District to move to more carbon friendly modes of transport. This does not conform to the National Planning Policy Framework, which states in paragraphs 173 and 183 that a Plan should be deliverable.
