Paragraphs 5.57, 5.58 and 5.59 highlight greatest flaws in this proposal. All required parameters are achievable around the Pen Mill Transport Interchange and its link to the North East area, Town Centre's southern region, plus continuing on to another possible Transport Interchange at Yeovil Junction Railway Station. Combined with expanded development to integrate underused railway sidings, depleted areas of industry and the Pen Mill Trading Estate. Completion of an 'Urban Village' in this loc

Para. 5.59 Query whether non-highways measures are only 'necessary'. Dealing with traffic is about demand versus capacity; when dealing with a very large new site it can be as easy, or easier, to reduce demand as to increase capacity. Thus these measures are just as 'critical' as highway infrastructure, above. Cf. word 'crucial' in 5.63, 5.64.

If these Leisure facilities are 'necessary' then they should be specified in policy YV2 along with the education and health requirements. A major advantage of the scale of the SUE is the potential for proper community provision. This is well identified in the Infrastructure Delivery Plan, and I am concerned that is has not found its way into the policy.

The Infrastructure Planning Report identifies a need for 'faith infrastructure' in the SUE, and recommends some land be set aside for this. As chair of a Yeovil churches charity which works on new estates to build community and develop strong neighbourhoods, can I commend this. We would be keen to work in partnership with SSDC to fund this provision, and to develop a multi-purpose premise that could be of benefit to the whole community.
