Para. 6.74, 6.84 and 6.85: The Policy references a report to justify the requirement for a new link road (the Ilminster Capacity Assessment (1)).
We raised concerns regarding the capacity study, which we submitted in writing to SSDC in October 2011. Concerns were then addressed and SCC stated that the assessment was acceptable and that the conclusions were reasonable on 21 October 2011.
Based on the report's conclusion (para. 5.14) it was understood initially that no link road would be needed

I fully support the DPD which proposes additional housing to be in the south east of the town, extension of Shudrick Lane.
This will help to reinforce the vitality of the town centre retail by placing housing within walking distance of shops and services. This plan provides for a better balance to the distribution of housing around the town. Employment, retailing and infrastructure proposals also supported.
The provision of a relief road is badly needed and will reduce the traffic through Town

A road linking Shudrick Lane to Townsend would do nothing to address the "unbalanced nature" of development in the town. It would not support new employment or leisure opportunities.
The "strategic vision" has not been completed, and has not addressed the large amount of public opposition to a new road. Therefore it is unsound to use this unfinished document as evidence.
