I am writing this as an Ilchester resident and not as a Parish Councillor. My comments are as follows.
1, the Baker Report (Settlement Role and Function Study) contains many mistakes and incorrect assumptions about Ilchester.
2, The Royal Navy at Yeovilton has all the facilities on the base and is a complete unit to it self. For this reason, the air base and the associated service housing should not be considered when deciding whether Ilchester is a Rural Centre or a Rural Settlement.

7.22 to 7.31 fail to identify how the Local Plan can deliver improvement to its Rural Centre or expand a Development Area to increase commercial prospects.

I would like to support the principal of residential development within the revised noise zones of Yeovilton. The planning process allows for acceptable levels of noise and the use of Environmental Noise Assessments to inform on the suitability of proposals. Modern building methods allow suitable levels of sound insulation within the dwelling and a good argument can be put forward for more tolerance to occasional higher levels in outside spaces.

The Plan is not justified because, in the case of Ilchester, it has not been based on 'proportionate evidence'.
The Settlement Role and Function Study (the Baker report) chose to include - for most of the time – the Royal Naval Station Yeovilton and its associated MoD supplied housing. Ilchester is in fact two self-contained villages each of which has little reliance on the other. It has always been so, despite many attempts at social integration.
