Paragraph 8.91 is not consistent with NPPF paragraph 24, notwithstanding the guidance put forward by the Retail Study Update; which itself sets out suggested criteria for assessing retail proposals which are over and above those contained in the NPPF. Policy EP11 is inconsistent with NPPF paragraphs 23, 24 and 27.

8.90 "Small-scale rural development" how is this measured? There are numerous cases across the District where small-scale rural development has previously been allowed that, when measured by the European scale, actually represents medium sized businesses. Scale should make reference to the size and need of the immediate local community.

Para. 8.92 " Parking provision required in association with retail development should... support additional provision so that the town centre's accessibility and viability is enhanced." What does "support additional provision" mean exactly? Who will provide the additional provision? EP11 "Parking will serve the centre as a whole." This statement needs to be clarified.

5. We OBJECT to the development of areas of out of town shopping would have an impact on Yeovil Town Centre and would inevitably draw business away, leading to the rundown of the town and job loses.
