Abbey Manor note the reference to contributions towards a transport interchange at Yeovil. We note that references to these interchanges are shown on the Proposals Maps (See Chard and Yeovil Insert Maps) reflecting aspirations to provide such a facility but that they are also dependent upon the Highway Authority's Future Transport Plan. Clearly there is much uncertainty as to whether such facilities are achievable and deliverable and such contributions ought not to be prescribed in this Policy.

Our client considers that Policy TA3 is unsound as it is unjustified. Sub-section (ii) seeks contributions toward a transport interchange within the town. No evidence has been presented on the requirement for such a facility or on its associated costs. In respect of sub-sections (ii) and (ii) financial contributions are sought. Policy TA3 Sustainable Travel at Chard and Yeovil is in principle supported, but what is provided at the Yeovil sustainable urban extension will ultimately depend on the viability of the proposal as it is established through the masterplan. Reference should be made to "Viability Testing Local Plans" produced by the Local Housing Delivery Group chaired by Sir John Harman.

Dorset County Council largely supports the generic District Wide Modal Shift Policies in Chapter 10 with one exception regarding green travel vouchers (see separate representation on Para 10.8.(c)) The remaining policies are in line with those of the Bournemouth, Poole and Dorset Local Transport Plan (LTP3) (2011-2026) which was adopted by the three Local Authorities (Bournemouth Borough Council, Borough of Poole, Dorset County Council) in April 2011.
