While this policy acts as a catchall for 'good design' it does not offer a strategy or guidance in relation to landscape. It is also not clear whether the final 3 bullet points are general considerations, or just relate to innovative designs, and this should be clarified. In any event we suggest that the statement that 'developers must not risk the integrity of ... designated wildlife and landscape sites' lacks clarity as a policy consideration, and that it should refer to 'landscape areas'.

Best and Most Versatile Agricultural Land
In the previous Local Plan there was a policy (EC1) to protect BMV land. This is missing from the LP and it is understood that SSDC considers the matter is covered by para 112 of the National Planning Policy Framework (NPPF). Since population, nationally and worldwide, is growing, CPRE considers that, in the interests of food security, SSDC should give greater protection to agricultural land and have a presumption against development on BMV land.

LATE REPRESENTATION
Government Wellbeing Policy
The Government have recently published a policy document that highlights the importance of of wellbeing within the community. Headed by Sir Gus O'Donnell which aims to promote Wellbeing at the heart of supporting a better life for its citizens and helping to build resilient communities.
An Urban Extension in the centre of East Coker civil parish would destroy this community and would be in direct competition to this policy.

Previously we have drawn attention to the impact design can have on bat populations and other wildlife and said Development proposals, extensions and alterations to existing buildings, structures and places should ensure that habitat features that are used by bats and other wildlife are maintained so that the design does not cause severance or is a barrier to movement.

2.47 Policy EQ2: General Development states that:
"Development will be designed to achieve a high quality, which promotes South Somerset's local distinctiveness and preserves or enhances the character and appearance of the district.
Development proposals, extensions and alterations to existing buildings, structures and places will be considered against:

In principle Policy EQ2: General Development is supported. In essence the policy is consistent with the NPPF paragraph 7 which states that there are three dimensions to sustainable development: economic, social and environmental. These roles should not be undertaken in isolation, because they are mutually dependent, there should be net gains across all three dimensions.
