In principle Policy EQ2: General Development is supported. In essence the policy is consistent with the NPPF paragraph 7 which states that there are three dimensions to sustainable development: economic, social and environmental. These roles should not be undertaken in isolation, because they are mutually dependent, there should be net gains across all three dimensions.

It is noted that the Council intend to produce and update design guidance which will be delivered through the Development Management process. Reference should be made to two recent reports: “A Review of Local Standards for the Delivery of New Homes” produced by the Local Housing Delivery Group supported by the LGA, HBF and NHBC; and “Viability Testing Local Plans” also produced by the Local Housing Delivery Group.

The policy is underpinned by viability as what a development can achieve in terms of all the policy requirements ultimately depends on the viability of the proposal.
