Paragraph 12.33 states that the NPPF requires a strategic policy to deliver conservation and enhancement of the natural and historic environment. It then goes on to describe the South Somerset Landscape Strategy. However, a landscape strategy does not necessary deliver the requirement for the landscape-scale planning for biodiversity required by Policy 117 in the NPPF.
