This is then reflected in the paucity of acknowledgement of the role played by the historic environment within the strategic objectives. As before there is a lack of recognition for this aspect of the District's distinctive character. In order to rectify this we would urge you to include an objective along these lines: "Protecting and enhancing South Somerset's historic environment, ensuring the safeguarding of all heritage assets whilst allowing high quality sustainable design an construction a

Vision and Strategic Objectives - the significant omission of a strategic objective to protect and enhance the historic environment and the landscape of this district in parallel with the biodiversity objective that is included, is concerning.

National Policy repeatedly acknowledges the importance of nationally designated landscapes, such as AONBs, and affords them the highest level of protection within the planning system. It is therefore felt that the exceptional protection of the AONB and its setting should be reflected within the Strategic Objectives and indeed throughout the Core Strategy. Although it is appreciated that the Strategic Objectives are not necessarily listed in order of importance, it is disappointing to see the nat

Paragraph 3.13: Paragraph contains the nine CS objectives, and of these only the last will have an inferred consideration of noise. We support the Strategic Objectives set out in paragraph 3.13 of the emerging Plan, namely promoting non car based transport, low carbon quality services, a regenerated Chard and a "balanced housing market ...sited and built to support sustainable lifestyles with low carbon emissions." The above strategic objectives clearly reflect the Vision of enhancing the self sufficiency of towns in South Somerset. The need for the most sustainable sites to come forward in the first instance, particularly in

A balanced housing market with a range of general housing and affordable housing to meet the required numbers and sited and built to support sustainable lifestyles with low carbon emissions would be most desirable. Low carbon economy and low carbon living is essential, not just for those on low incomes, for whom it would be an advantage but for all. A Carbon Neutral economy would be most desirable and of great benefit to all, not just now but for the future.

We also note that the Strategic Objectives have been changed, particularly SO3 (Issues and Options) which has disappeared so there are now no objectives to ensure the provision of cultural facilities.
