The 4 relevant policies within the Chard Section of the CS - Policies CV1, CV2, CV3 & CV4 - are supported by Morrish Builders. The approach to the Growth Area, Phasing, Obligations and Modal Shift, respectively, are reasonable. They bring together the appropriate aspirations for the town and should be achievable within the strategic timeframe. The Company will play its part in the delivery of development to accord with these policies and an early start is entirely practicable. Deliverability

We restate our concerns above about the need for a direct link between contributions and development and passing the set tests. We are concerned that these projects may simply be resolving existing deficiencies.

The specification of a rigid limit of 400m is questionable. Connectivity to the external network should look at key routes, for example routes between the site and the town centre or local schools. It is legitimate to ask for contributions to improving such a route at any point if it enables pedestrian and cycling access to key facilities. For a site to be easily accessible by bike it must be accessible all the way to and from trip attractors not just 400m beyond the site boundary. (See also com

We strongly support the measures proposed to encourage a modal shift to more sustainable forms of transport outlined within policy CV4 and its supporting text, including the proposals for personalised travel planning for residents and employees, consistent with district wide policy set out elsewhere in the Core Strategy.
