8.13 Policy HG3 Previously Developed Land: Whilst we do not object to the principles of this policy, we object to the unrealistic reliance placed upon brownfield supply.

Whilst we support the idea of maximizing housing development on pdl this should not be at the expense being forced to provide high density development which is not characteristic of the area. Moreover, in imposing significant planning obligations on landowners within the urban area, this is likely to deter such uses from promoting brownfield land for residential purposes, particularly where current use values are high (see comments on Policy SS7 and SS8).

The fact that a minimum of only 30% of new dwellings on PDL would be sought ia an indication of the problems SSDC is facing and that nothing can be allowed to grow indefinitely.

I am sure you are aware of the numerous points of objections about this strategy but I highlight a few of the more major concerns that I have. 1) All areas for development are currently agricultural land which must remain as such. There are plenty of "brownfield" sites available in the area which could be redeveloped first. Strict application of the Housing Laws would assist in keeping the greenfield sites. I suspect the redevelopment of brownfield sites would prove too costly if those site are

Policy HG3 - The Use of Previously Developed Land (PDL) National Guidance establishes a target that at least 60% of new housing should be provided on PDL (sometimes referred to as brownfield land). Despite this clear National Guidance Policy HG3 sets a target for 30% of dwellings to be provided on PDL. This low target is unjustified and the policy should be reworded to reflect established National policy.

I do not think that a target level of 30% for use of previously developed land is good enough. I am strongly against urban creep/sprawl across the district. Wherever this can be avoided. The danger is that we will end up destroying the very nature of the district that makes South Somerset the attractive place that it is.

It is probably being done because of central government pressure, but to propose this amount of greenfield building is madness. See my comments under paragraphs 7.66 to 7.69.
