Whilst it is acknowledged that affordable housing forms an important component of central Government policy, it also has to be recognized that this represents a substantial financial burden on landowners, particularly when associated with planning obligation contributions. Evidence from other authorities (Aylesbury Vale District Council) demonstrates that provision of affordable housing represents a very large subsidy from land value to such an extent that this can easily cause substantial viab

4.0 HOUSING Affordable Housing 4.1 Although the wording of policy HG4 provides the flexibility that will allow difficult and costly sites to be developed, we have concerns over the thresholds put forward above which affordable housing requirements will be triggered. 4.2 The Local Plan currently sets a threshold of 25 dwellings or sites of 1 hectare in size. The Core Strategy currently proposes to reduce this to 6 dwellings or 0.1 or 0.2 of a hectare, depending on the site's location. This is a

Affordable Housing The Commissioners generally support the objective to increase the provision of affordable housing in rural area and villages, including Long Sutton. We note and support the approach within draft policy HG4 which sets a target of 35% affordable housing within Rural Settlements (including Long Sutton), at a threshold of 6 dwellings or more/0.2Ha or above, subject to viability of the development, which may indicate a lower percentage.

We are pleased to note that the Council have used a nil subsidy position for their affordable housing provision. In paragraph 8.34 the Council make reference to minimum space standards required by the HCA. However, in a speech made by the Minister for Housing, Grant Shapps MP on 29 November he stated that: 'And I can announce today that the HCA will not implement the new standards they have been working on. For the meantime the HCA will continue to use existing standards. This will save an a

We restate our points made above regarding the affordable housing target and thresholds and ask that the Council explore these options prior to publishing their Pre-Submission version of the Core Strategy.

3.1 Policy HG4 states that the affordable housing targets assume that public subsidy will not be available. We believe that this is entirely unrealistic and could significantly restrict the supply of housing in South Somerset. The implications would therefore be entirely contrary to the objective of the Core Strategy which is to ensure that affordable housing is delivered to meet the needs of the local people. There must be some degree of realism that the targets will be very difficult to achiev

ยท It is critical for rural settlements that affordable housing is retained in perpetuity and ring fenced to local people.
