Employment Land Requirements Wincanton Area of employment land lost to housing - 2.07 ha not 1.53 ha as stated by SSDC.   There is also the problem of 1.2 ha of allocated employment land on the New Barns Farm site which has been used for other than B1, B2, and B8 construction ie a medical centre, and live work housing. The area of employment land required to provide a sustainable community in Wincanton, and match the housing allocation is a minimum of 6.0 ha but the potential for development a

Soundness Issue 3: Delivering New Employment Land 1.6. The Inspector's preliminary findings in paragraph 56 note that the local planning authority has accepted that that the employment land provision of 5ha for Wincanton "is not properly evidenced". We concur and are unsure how the major modifications, without updated evidence, go any way towards addressing the Inspector's concerns in this regard. Reference is made to having a permissive approach until further policy documents are prepared, but

INTRODUCTION  1. On behalf of Hopkins Developments Limited (HDL) we now provide representations to the main modifications proposed by South Somerset District Council to their emerging Local Plan. These modifications have been made in response to the Inspector, Mr David Hoggers, preliminary findings which were issued on the 3rd July 2013.  2. Our representations primarily relate to the issues that have been identified in respect to Wincanton and the council's suggested changes to address these.

3.1 The Council concluded at the examination in public that the employment land provision for Wincanton, Somerset, Ansford/Castle Cary and Langport/Huish, Episcopi and the rural centres was 'not properly evidenced'. Origin3 also raise objection to the 10ha of employment land proposed at Crewkerne which has also not been informed by the evidence collected by the Council and bears no consistency with the level of jobs growth predicted in the Local Plan which is far less than the employment land al

Ref: PMM4, issue 3, Policy SS3: Policy SS3 and its supporting documents/evidence is not an accurate statement of affairs and is therefore unsound. Reasons: Lopen Head Specific: 1) Policy SS3 shows that South Petherton has existing employment land commitments of 1.81 hectares (1.8 at Lopenhead) and yet, this is not the case. The Lopenhead site allocation was actually exceeded through various planning approvals that allowed elements of the site to use un-allocated land and, as such, the Lopenhe

The inspector will decide on its effectiveness and consistency with NPPF, regarding the lack of site specificity, in the case of Bruton.  Our case is that the modification is unsound because it does not propose the most appropriate strategy for Bruton.

I welcome the approach to review the employment land requirement and the recognition that rural settlements should have an increase employment land provision. I continue  to  believe  the  level  of  land  provision,  employment  opportunity   and  housing provision should be greater in rural settlements and rural centres considering that the rural economy in South Somerset has continued perform well compared to the urban economy. The limitation of land and housing in rural settlements  will ha

Policy SS3 Delivering New Employment Land: Martock/Bower Hinton We agree with the change to the additional employment land requirement to 1.74 hectares. We note that the total of 3.19 hectares incudes "the (unique) need of one specific large employer", which we assume to be Unwin Safety Systems. However, the land on which this company wishes to expand has now been approved for housing by SSDC (planning application 13/01500/OUT).

PMM4 We welcome the inclusion of employment and employment land targets for the Local Market Towns and Rural Centres, recognising the role that appropriate employment provision plays in delivering sustainable communities.
